Measurements & Re-Certification
It has been many years since the FCC deregulated and eliminated the requirement
for most periodic measurements.
Gone are monthly frequency measurements and annual
audio proofs.
Now, “Proofs” mostly refer to RF measurements.
Most are one-time others are annual.
Nearly all however require test equipment most stations do not have on
hand such as a spectrum analyzer.
When a new transmitter is installed, a RF proof measures for occupied bandwidth
and harmonic attenuation. For FM
stations this is a one time process.
AM
stations have the same requirement for new transmitters, but also must be
repeated on an annual basis. These
are known as the NRSC measurements and are required to show the AM station meets
the bandwidth limits of the NRSC standards.
While only required on an as-need basis, many stations do not check their
frequencies on a regular basis.
IBOC HD Radio:
Here
are a whole new set of measurements.
When first installed FM stations must test to meet the occupied
bandwidth, but also have minimal spectral regrowth.
For AM stations it is the same, but this must be repeated annually with
the NRSC measurements.
HD Radio Re-certification:
While required for AM, those annual tests should be conducted on FM stations
operating in HD as well.
